All minors must have an individual passport in order to travel abroad. The consent of both parents is required for the issuance of a passport.
Passports are issued with a validity of three years for minors aged 0 to 3, and five years for minors aged 3 to 18. Upon reaching the age of 12, the applicant’s signature and fingerprints must be collected.
N.B. Before undertaking a journey, applicants are advised to always contact the Diplomatic Missions of the destination countries in order to verify the entry requirements and formalities.
For the issuance of passports to minors under 18, the minor for whom the passport is being requested must always be physically present.
Declaration of Accompaniment for Minors
Until they reach the age of 14, Italian minors may travel abroad provided that they are accompanied by at least one parent or legal guardian, or that the name of the person, organization, or transport company entrusted with the minor is indicated on the passport [or on a declaration of accompaniment issued by a person authorized to give consent or authorization pursuant to Article 3(a) of Law No. 1185 of 21 November 1967, and endorsed by the competent authority responsible for issuing it (Police Headquarters (Questura) in Italy, or the Consular Office abroad)].
- The declaration of accompaniment may apply to a single trip (meaning an outbound and/or return journey) from the minor’s country of residence to a specified destination and may not normally exceed a maximum period of six months;
- A copy of the flight ticket showing the itinerary must be provided;
- Persons exercising parental responsibility or guardianship may indicate up to a maximum of two accompanying persons, who will nevertheless be considered alternatives to one another;
- When completing the declaration of accompaniment, persons exercising parental responsibility or guardianship may request that the names of the accompanying persons, the duration of the trip, and the destination be printed on the minor’s passport, or alternatively that this information be included in a separate certificate, which will be printed by the competent Office;
- If the minor is entrusted to an organization or transport company, in order to ensure that the travel details are complete and legible, only the separate certificate will be issued. Before purchasing the ticket, applicants are advised to check with the transport company that it accepts responsibility for the minor.
